The Oregon Department of Consumer and Business Services revoked the collection agency registration of All Debt Recovery LLC of Gresham for violations of Oregon laws governing collection agencies.
In addition to revoking the firm’s registration, the state issued two cease-and-desist orders assessing civil penalties against All Debt and its former owners, Roger E. Eisal and Vickie J. Peterson. The orders permanently bar Peterson and Eisal from owning or managing a collection agency in Oregon.
All Debt operated in Gresham from 2005-07. The department’s Division of Finance and Corporate Securities began investigating after complaints filed on behalf of several businesses alleging All Debt collected funds from debtors, then failed to forward proceeds to its customers and report the status of accounts placed for collection.
