Two adult males were arrested Friday afternoon, Dec. 19, after one of them drove a small motorcycle across ice on Fairview Lake and the bike broke through and went underwater.
None of the four males who were taking turns riding the cycle were injured – or even got wet, Multnomah County Sheriff’s Deputy Paul McRedmond.
“They didn’t even have wet shoes,” he said.
Deputies arrested Jason Layton, 31, of Corbett, and Brett Mowlds, 25, of Troutdale on a dock in the 20000 block of Interlachen Lane around 2 p.m. The men were allegedly abusive toward the officers when they were asked to come toward the dock instead of trying to pull the submerged bike from the water. Both were charged with second-degree disorderly conduct and littering a waterway.
Officers started getting calls around 1:42 p.m. from Fairview Lake residents who thought children or juveniles were riding on the thin ice layer about 50 yards from the dock. Despite some sheets of ice, there are still many visible patches of water on the lake, McRedmond said. Emergency and rescue personnel and LifeFlight were standing by to assist before realizing there were no children involved and no one was hurt.
Deputies sent the other two males, who were cooperative, on their way, McRedmond said, adding that it was unclear which of the two arrested men was riding the bike when it broke through.
He said the lesson learned here is clear.
“Don’t ride your motorcycle on lakes you might think are frozen over, because they aren’t in Oregon. Lakes are not highways.”

These guys are nobviously idiots, but it sounds like these punk cops used the typical ambiguous power play by arresting them on trumped up charges that basiclly reflect a civil rights violation. The officers need public flogging and thirty day suspentions. Us citizens take our constitution seriously around here.

I agree. It's the cops that need to be charged with disorderly conduct here. Our new chief needs to immediately drug test these punks and suspend them. We can't have power hungy punks posing as civil servants. That just too big of a step backwards. Leave the gigantic cop ego in the drawer at home with the steroids next time Mr. Macho wife beater.

Say what you wish, but I say there needs to be an investigation into these arrest. Those punk cops would have gone out and rendered aid if they had any cahonies and werre really public servants; Not stood on the dock like little woosies shouting orders. Get a life you snivelling little piece of crap tough guys and grow some balls.
Sure these kids were stupid to do what they did, but it was themselves they were endangering and at least they weren't out knocking off liquor stores or doing gang killings that the police are incapable of solving in this same district. Get a life you loser cops and try to remember what we pay you for. You trying to tell us we have enough room in jail for good kids like these when we have all these doped up punks (including cops) running the streets comitting crimes? You had better come clean on this one chief. You got off to a good start arresting those punks at Max, let's not ruin it by allowing the same kind of punks to run around town wearing badges all hopped up on steroids and who knows what else.
FYI: We know from statistics that it is steroids that usually accounts for this kind of threatening and aggressive cop behavior. These type of arrest hurt us all with their ensuing lawsuits. Please support manditory drug testing for all cops. NOW !!!

The MCSO Deputies had probable cause to arrest Layton and Moulds for these crimes. There was no violation of anyone's rights.

No evidence of name calling that I know of. Don't neccasarily agree with all the above comments, but you know as well as I do that cops can make up anything they like or say disorderly conduct whenever it suits them. What the hell does that mean. Deputy Brandon Claggett got caught handcuffing young girls and taking them down by Dodge Park for little sessions while on duty last summer. Our fine prosecutors couldn't find disorderly conduct or any other charges for his conduct. They just made him quit.
Why in the hell arrest a couple of all American boys having good clean fun when we have so many other things our cops need to do. As far as that Society First guy, were pretty sure he's the guy with the sign in his yard warning kids to stay away that has to report to his probation officer each month. These are the guys we need our cops to keep an eye on. Too many perverts and dope fiends now-a-days. Leave the good kids alone.

"These people are NOT kids. They are grown ADULTS. Grown men who have no lives and will do just about anything to have some fun whether it's illegal or not. I can't believe all you people would take time out of your lives to make this such a contraversal subject. I know all these idiots and i find it funny they think they are so cool because all the attention they are getting from all you people. It doesn't matter how they were treated by some cops that had even bigger-man sydrome, they were still disrespectful to authority and wasted the time of all the Officers, Paramedics, and Lifeflite who stood by. Hey; Just in case everyone forgot, There's a lot of good cops out there too. Let's hear it for all the good guys that are just like you and me and aren't hung up on authority attitudes or steroids. I have cop friends and they are good people with families that are just trying to get through the day like the rest of us and make a living. Let's not let a couple of bad apples ruin it for all of them.

My response to the so called Business owners comment is as usual people like you when confronted by the truth can issue nothing more than lying slander in rebuttle.Once again the point is people broke the law and being arrested was the result. Why is it so hard for you to comprehend such a simple concept or is it just easier for you to try to cloud other law abiding individuals reputations. Wow...some serious cabin fever going on here. Without bashing the deputies, it seems to me the prudent thing would've been to inform the riders that they were engaging in potentially life-threatening, albeit fun, behavior, and make them safely retrieve their minibike.
Having said that, more than a few people have talked themselves into a citation that could've been avoided. Perhaps this was one of those occasions.
It's good that no one was injured or killed.
