The Oregon Ethics Commission has made a preliminary finding that a Reynolds School District principal violated ethics law prohibiting public officials from using their office for public gain, and that a former administrator did so as well.
The commission’s conclusions come after investigations into allegedly improper medical reimbursements by the district. The investigations were prompted by complaints Superintendent Robert Fisher filed last year against Salish Ponds Elementary School Principal Ed Royce Smith, former executive director of curriculum, as well as Wayne Travillion, the district’s former executive director for human resources.
“I think that what this indicates is the way the district was administered was not correct,” Fisher said Nov. 20. “These are public dollars, not private dollars.”
An investigation into a complaint filed by Fisher against former Superintendent Terry Kneisler is pending.
On Nov. 20, the commission released the findings summarized below.
According to commission documents, Smith obtained reimbursements, totaling $10,015, for his wife’s abdominoplasty, or “tummy tuck,” anesthesiology for surgery and superficial musculoaponeurot, or “facelift,” when he was the district’s executive director of curriculum in 2005.
The documents also note Smith reimbursed the district the total amount last April.
