I've never understood how someone who gets injured simply because they are in the wrong place at the wrong time, can be held responsible for hospital bills. Why doesn't the state/county/city maintain crime victim accounts for this type of thing?

If the alleged shooter is found guilty, a mandatory part of his sentence should be to repay the account.
